Law Enforcement requires analytics that are affordable and that work for them.

Analytics for Law Enforcement has been one of the priorities for police chiefs and politicians for decades, yet the industry has not delivered a solution that can meet their needs.  The reasons are multiple: overabundance and disparity of data, antiquated data models, greedy large companies, and more.  But regardless of the reasons, the status of analytics in law enforcement today is in deep trouble and that needs to be addressed.

Why? Because intelligence-led policing (ILP) and predictive analytics are the best applications of taxpayer money to fight crime of all types. It can identify trends ahead of time to allocate resources, it can identify attitudes that can affect local and political support, it can identify internal problems but most importantly it solves crimes.  In short, good law enforcement analytics is the most effective driver of successful police forces around the world.

However, the ability to conduct ILP and analytics is predominantly not enacted by most police departments, primarily for a lack of proper solutions to meet their needs.  Most solutions offered today are monolithic, cost-prohibitive structures offered by large companies designed to use their proprietary products at the expense of other investments that the department makes.  They are overly complex, leveraging expensive data science applications like Extract, Transform, and Load (ETL) processes that take months to complete and leave police departments hostage to the data scientists and companies that build them. They do not support an agnostic approach to technology, prioritizing their own products over others and forcing analysts to manually shop multiple data sets for hours, even days, to get what they need.  They are expensive, costly to a point where most police departments do not have an enterprise solution and almost 100 percent of Sherriff's departments have no analytics at all.

And it's not getting better.

Right now, law enforcement agencies are drowning in data that, if properly used, could make their lives easier.  They have multiple and numerous data sources
and variable forms of data that are hard to query and even harder, if not impossible to visualize together. The data is in different locations, different forms, and even different structures, compounding the analyst’s problems in harnessing their potential.

The tools that are used are often complex, requiring a week or more of training just to become used to them and weeks of use to become a competent user.  The result, analysts use 15% or less of the capabilities of analytical programs provided and, in many cases, even less.  This complexity prevents detectives and lower-level analysts from progressing cases themselves, causing cases to bottleneck at the analyst while they fight through their caseloads.

Finally, due to the inability of intelligence platforms to leverage data effectively, analysts are forced to use highly manual tasks to query data, retrieve it, transform it, and ingest it into tools like i2 Analysts Notebook.  Due to a lack of automation, this “data shopping” becomes the analyst’s life, eating up 80% of their time and prohibiting proper case management and progression.

In short, it is time that a solution focused on these problems and provided law enforcement with an affordable, easy-to-use, turn-key solution that not only  analysts, but detectives and police officers can use to improve analytics and save time, resources, and money.
